Buyer who built web apps for buyers. 18 years of hands-on procurement, 12 of them on oil and gas EPC projects.

I procured from April 2004 to August 2022, the last twelve years of it on five oil and gas EPC projects with Kvaerner and Aker Solutions, under NORSOK standards and NIB2016 conditions. Since September 2022 I have been the sole developer of the supplier management portal corporate supply chain runs on. I hold a CIPS Diploma in Procurement and Supply and a degree in computer science and English.

This is the long version. It has the detail a two-page CV leaves out, every package group, every project figure, and the portal in full.

Highlights

  • 18 years of hands-on procurement, April 2004 to August 2022, of which 12 years in oil and gas EPC, June 2010 to August 2022.
  • 82 commodity packages across five EPC projects, for Equinor, Shell, Lundin and ExxonMobil, purchased under NORSOK standards and NIB2016 conditions.
  • Nyhamna was my largest scope. I held a USD 60 million bulk procurement budget there, across 35 commodity packages, 977 purchase orders, 15,555 line items and 50 suppliers.
  • Four years as Solution Architect building web apps for buyers and corporate Legal, September 2022 to present. The supplier management portal has been live in production throughout and has 1,300+ registered users.
  • CIPS Diploma in Procurement and Supply, 2014, and a degree in computer science and English, 2003.
  • Norwegian citizen, resident in Norway since 2012 and based in Oslo. Fluent in English and Norwegian.

Packages are the one figure that totals across all five projects. Purchase order, line item and supplier counts are recorded for some projects and not others, so they are given per project, as they stand, under procurement experience.

  • Northern Lights CO2 transport and storage, client Equinor ASA

    The world's first CO2 transport and storage infrastructure open to third parties, and the storage half of Norway's state-backed Longship programme. Aker Solutions held the EPC contract for the onshore receiving terminal at Øygarden, awarded in December 2020. The scope was jetty facilities for CO2 arriving by ship, intermediate storage tanks, and the process systems that condition the gas for injection into a reservoir 2,600 m below the seabed. Pre-fabrication ran at Stord. The terminal opened in September 2024 with a first phase capacity of 1.5 million tonnes a year.

  • Njord A Topside Platform upgrade, client Equinor ASA

    The first production platform on the Norwegian Continental Shelf taken ashore for a full upgrade after years in service. Njord A, originally delivered in 1997, was towed to Kværner Stord in 2016 for a complete rebuild of hull and topside, extending field life by around twenty years and adding the facilities needed to receive oil and gas from the neighbouring Bauge, Hyme and Fenja fields. The programme was estimated at roughly 3,000 man-years of work.

    Nyhamna processes gas from the Ormen Lange field and exports it to England through the 1,200 km Langeled pipeline. Kvaerner held the EPCM contract for the expansion from 2012 to 2018, which lifted plant capacity from 70 to 84 million standard cubic metres a day. Two main scopes: a new onshore compressor to hold export pressure as reservoir pressure declines, and the process and export facilities for the Polarled pipeline bringing gas south from Aasta Hansteen.

    Lundin's largest development and its first operated platform on the Norwegian Continental Shelf, roughly 180 km west of Stavanger. Kvaerner won the topside EPC in 2012 at around NOK 8 billion: a 21,000-tonne structure comprising the main topside, process module, combined living quarter and utility module, and flare tower, assembled at Stord. It was delivered on schedule and the field came onstream in November 2015.

  • Sakhalin-1 Concrete Gravity Base Structure, client ExxonMobil

    The reinforced concrete gravity base for Berkut, the largest offshore platform in the country, on the Arkutun-Dagi field in the Sea of Okhotsk. The 160,000-tonne base was built in the docks of Vostochny Port near Nakhodka, with 90% of construction materials sourced locally. It carries a 42,000-tonne topside and is engineered for waves to 18 m, ice two metres thick and temperatures as low as −44 °C. Sailaway was in May 2012; commercial production began in 2015.

Procurement competencies

The full cycle, in the order I ran it: requirements definition with engineering, sourcing, supplier assessments, shortlists, bids and clarifications, negotiations, award and debrief, kickoffs, call-offs, change orders, expediting, quality issues, liquidated damages, close-out. Then you start again on the next one.

  • Market analysis and supplier pre-qualification.
  • Preparation of inquiry and tender documents.
  • Bid opening, commercial bid tabulation and bid evaluation; contract implementation.
  • Desk expediting, delivery obligation management and proactive reporting of schedule slippage.
  • Supplier performance evaluation through to package close-out.
  • Purchasing under NORSOK standards and NIB2016 conditions, the Norwegian oil and gas contractual framework.
  • Managing multiple packages simultaneously against demanding project schedules, in categories of both high technical complexity and high bulk volume.
  • Category management, stakeholder relations, and governance and compliance in project-driven procurement on large construction projects.
  • Team leadership: MRO group lead with two subordinates on Sakhalin-1.
  • Working inside large international corporations and across cultures, in English and Norwegian.
  • Identifying efficiency, process and tool improvement opportunities, and building the tool myself where none existed. I have done this in every procurement role I have held.

Procurement experience

Twelve years as Package Responsible Buyer on EPC projects for Kvaerner AS and Aker Solutions AS. Both names apply, because the period spans the 2011 demerger and the 2020 re-merger. Package Responsible Buyer is the project term for a buyer who owns his packages end to end, from requirements through to close-out, and that is how I worked: one project at a time, responsible for all phases of the procurement process on my packages. I was among the last of the team on Sakhalin-1, Edvard Grieg and Nyhamna. In EPC, close-out is where the difficult commercial work sits.

  • Figures: 6 packages, 44 purchase orders, 514 purchase order items, 7 suppliers, USD 1 million.
  • Categories: structural steel plates and rolled profiles; stainless steel and aluminium materials; steel handrail systems; steel grating, planks and treads.

  • Project: Njord A Topside Platform upgrade, client Equinor ASA.
  • Figures: 15 packages, 366 purchase orders.
  • Architectural and outfitting: B15 partitions, ceilings and doors; wind and heat shield cladding and fire walls; acoustic cassettes and technical liners; furniture, equipment and accessories; the operator desk in the central control room.
  • Piping components: mechanical joints, pipe supports, hoses and couplings, gaskets and rings, piping special items, bolts and nuts.
  • Insulation: acoustic and fire-rated insulation of decks and bulkheads, piping insulation, HVAC insulation, miscellaneous insulation materials.

Package Responsible Buyer at Kvaerner AS, Oslo

  • Project: Nyhamna onshore gas plant expansion, client A/S Norske Shell.
  • Figures: 35 packages, 977 purchase orders, 15,555 purchase order items, 50 suppliers, USD 60 million responsible budget. This was my largest scope. I progressed from piping, fittings and flanges to full responsibility for all bulk packages on the project.
  • Piping: carbon steel, stainless, 6Mo, duplex, Incoloy, titanium and PE pipe, with fittings, flanges, compact flanges, gaskets and seal rings, pipe supports, compression fittings and tubing.
  • Electrical and instrumentation: high-voltage intake and power distribution; electrical, instrument and telecom cables; junction boxes; cable trays and ladders; glands; socket outlets, control stations and push buttons; Ex flood lights and fluorescent fixtures; heat tracing cables and accessories; flow instruments; office data and cabling networks.
  • Structural: steel and stainless plates, rolled profiles, aluminium plates, tubulars and profiles, grating, treads, handrail and stairway systems.
  • Bolting, surface protection and utilities: bolts and nuts including structural bolting; paint; passive fire protection; utility stations.
  • Assisted on liquidated damages work.
  • Built my own Excel macros to control discrepancies and track hundreds of open items at a time across the bulk packages, the volume being what it was.

  • Project: Edvard Grieg EPC Topside, client Lundin Petroleum AS.
  • Figures: 12 packages, valve-dominated.
  • Valves across the full range: trunnion-mounted ball valves to 4" and 6"-plus, floating ball valves, gate, globe and check valves, axial flow and dual plate check valves, butterfly valves, modular valves, with electrical and manual actuators. Valve locks and interlocking systems.
  • Also: GRP composite fibreglass pipe, fittings, flanges and gaskets; spring supports; flow coding for piping and HVAC.
  • Assisted on liquidated damages work.

Package Responsible Buyer at Aker Solutions AS

  • Project: Sakhalin-1 Concrete Gravity Base Structure, client ExxonMobil.
  • Figures: 14 packages.
  • Construction site supply: maintenance, repair and operating supplies and services for site equipment and facilities; rental equipment; consumables for site running; lifting equipment including spreader beams, slings and shackles; welding equipment and consumables; cutting equipment for risers; concrete batching plant; scaffolding; safety and firefighting equipment; passive fire protection; social premises, offices and containers; ball valves.
  • MRO group lead, responsible for the performance of two subordinates, and author of the project's MRO strategy.
  • Rebuilt my own order and supplier application as a multi-user system for the group, giving live status of every order in the department, so delays, changes and pending orders could be acted on rather than discovered.
  • I was invited to Norway on the strength of my work on this project.

Various procurement roles

  • Six years of procurement before oil and gas, in on-site roles with international groups and local companies.
  • RUSAL, Boguchany aluminium smelter EPC project. Procurement responsible for bridge and cathode cranes, anode lines, rectifiers, cast iron ovens and water towers. Reconciliation of costs after the 2008 financial crisis.
  • Johnson Matthey PLC, manufacturer of catalytic converters for automobile exhaust systems. Procurement specialist. I joined during the construction phase and, after commissioning, managed the overall procurement process across commodities, equipment, spare parts and minor services.
  • Local SMEs. Transformer substations and electrical equipment, covering structural steel, plates and profiles, insulators, fastening materials and instrumentation. Also procurement and logistics outsourcing.
  • From the first of these roles I built and maintained my own application for managing my orders and my supplier base, written in Visual Basic with MS Access behind it. It ran alongside the buying work, and it is the first of the tools I built for myself at work.

Solution Architect, Web Apps Developer

I never left procurement. I changed the path. The last four years have gone on supplier master data, qualification workflows, performance evaluation and frame agreements, which are procurement problems delivered as software rather than purchase orders. Nobody had to explain the domain to me, so there were no requirements workshops and no six months between what a buyer described and what a developer built. Working as a Package Responsible Buyer, I knew the gaps. I built to close them, and optimised the processes as I went.

Solution Architect at Aker Solutions AS, Oslo

  • Sole developer of a supplier management portal for corporate supply chain, owning the full lifecycle from architecture through deployment and support. I designed the architecture from scratch and built it alone, with no internal development standards in place at the time.
  • 1,300+ registered users across the organisation's locations worldwide and 100+ daily active users, spanning SCM, category management, engineering, quality and every other department that needs supplier data.
  • Four years live in production with no downtime, formally adopted into company procedure by agreement with SCM management.

What the portal holds

  • Supplier details, statuses and qualification data from SAP Ariba.
  • SAP master data.
  • Supplier performance evaluations, with the supplier's own response recorded alongside. An evaluation on its own is a subjective document, and the supplier's answer is what balances it. Tuned scoring, and a feedback register that keeps an evaluation from resting on one person's view.
  • Quality and non-conformance report records.
  • Financial data and ratings.
  • A frame agreements module written from scratch for multi-group editing, each group scoped to what it needs to see, and documents split between those anyone may open and those held confidential. The organisation had never had frame agreements properly arranged before.
  • Supplier update requests, running end to end in the portal as digitalised workflows, covering 8 subjects.
  • Buyer's Notes, for sharing internal supplier information between buyers.
  • Category management.
  • Role-based access control on critical data, export of multiple views, all in one interface.

Integrations, live in production

  • SAP, on-premise S/4HANA.
  • SAP Ariba Supplier Data API.
  • Magnet JQS.
  • Automated data sync pipelines across multiple SAP Ariba APIs covering 60,000+ supplier records, with custom rate-limited orchestration, hash-based change detection and staging-table upserts.

Security

  • The portal is unreachable from outside the corporate network, and an IP firewall enforces it. It is an internal system, reached from the organisation's own locations and never exposed to the public internet. Suppliers do not log in.
  • Azure Front Door in front of the application.
  • Role-based access control inside it, down to individual data. A system holding commercial terms and supplier confidences was secured deliberately, by the person who built it.

  • Leading the migration from Power Pages to an Azure-native architecture.

Also delivered in this role

  • A contracts repository for corporate Legal. This is a second system, built by reusing the frame agreements module with its own role-based access control, on Power Pages, Dataverse, Azure SQL and Blob Storage.
  • Power Pages portal performance improved by stripping unnecessary dependencies.
  • Workflow automation in Power Automate for email notifications and process triggers.

The point is not that the data looks better in one place. It is that a buyer sees what he would never have known to search for. Nobody goes looking for a welding non-conformance raised three years ago on another project by a colleague he has never met. Now it is there when he opens the supplier.

Computer science and the English language at V.P. Astafiev Krasnoyarsk State Pedagogical University, Russia

An information system for controlling material resources, which is the same intersection of procurement and software I work at now, twenty-three years on.
